TO THE QUESTION OF THE HISTORICAL DEVELOPMENT OF SPECIAL PRISONS IN THE URALS<\/strong><\/p>\r\n

The article deals with the issue of the organization of special-special prisons in Russia. Based on the studied archival data and analysis of the research literature, the author comes to the conclusion that prisons as institutions of strict isolation were organized in Russia in accordance with special regulations for each special institution. This concerned prison facilities in monasteries, the organization of special prisons in the Urals and Siberia, where specialized conditions were created for a certain category of convicts and a detention regime was organized.
The Soviet government, represented by representatives of the NKVD, the MGB, taking into account the established practice, first organized political isolators, and later special prisons. The Verkhneuralskaya prison became such an institution. From 1925 to 1939, this prison was a political isolator, and from 1948 to 1966, a special prison of the MGB of the USSR. This was facilitated by the territorial and economic conditions of the location of the prison complex, created in 1914.
At the beginning, a political regime was created in the political isolator by analogy with the prisons of the imperial time, for former associates and lost members of the political elite, and later in the Verkhneuralskaya prison, an exchange fund was created from a special agent from foreign citizens identified as agents on the territory of the USSR or displaced from other territories in order to exchange for Soviet intelligence agents or for recruitment as agents USSR.<\/p>\r\n
