IMPROVEMENT OF THE REGIONAL MANAGEMENT SYSTEM IN AN EMERGENCY SITUATION CAUSED BY THE SPREAD OF A DISEASE THAT POSES A DANGER TO OTHERS<\/strong><\/p>\r\n

Protection of the population from emergency situations is one of the priorities of state management activities. The current legislation in this area is not fully adapted to counteract the spread of dangerous diseases. At the same time, as the practice of combating the CoVID-19 epidemic shows, the main burden of making managerial decisions and monitoring their implementation rests on the authorities of the constituent entities of the Russian Federation. As a result, the possibility of improving regional legislation in the field of protection of the population from emergency situations requires analysis. In this regard, special legal emergency preparedness regimes of this type are proposed for implementation, the grounds for their introduction and cancellation are analyzed. The necessity of transferring part of the powers in the field of sanitary and epidemiological control (supervision) to the regional and municipal level when such regimes are put into effect is also justified.<\/p>\r\n
