The main legal categories of consumer protection \u2013 \u00abquality\u00bb and \u00absafety\u00bb \u2013 are considered. The article analyzes judicial practice and various approaches to the calculation of the penalty under Article 22 of the Law on Consumer Rights Protection. The question is raised about the need to amend the current legislation in order to ensure compliance with the principle of fairness in determining the amount of the penalty in cases of damage caused
