Guaranteeing public order and public safety is one of the important tasks of law enforcement agencies, which is directly enshrined in laws, regulations, and the national security strategy of the Russian Federation. The article provides an analysis of objective and subjective characteristics, reveals the problems that arise in the process of qualification for this crime, and also identifies possible ways to solve these problems. It is indicated that under the influence of certain factors, the threat to undermine public order and public safety began to manifest itself in various types and forms. The article reflects a fairly wide range of illegal actions aimed at violating the norms, values, and orders established in society. The work reveals the main problematic aspects of qualifications, analyzes the material of judicial practice, and also makes recommendations for improving criminal law provisions providing for criminal
