NORMATIVE-LEGAL REGULATION OF TRANSBOUNDARY POLLUTION MONITORING IN THE RUSSIAN FEDERATION, THE REPUBLIC OF BELARUS AND THE REPUBLIC OF KAZAKHSTAN: COMPARATIVE LEGAL ANALYSIS<\/strong><\/p>\r\n

The purpose of this article is to determine the completeness and sufficiency of legal and regulatory framework in the field of transboundary pollution monitoring in Russia, Belarus and Kazakhstan. The following conclusions were made based on the results of the study: regulatory legal acts of Russia and Belarus in the field of environmental monitoring do not take into account the specifics of transboundary pollution monitoring and have gaps and contradictions related to the regulation of the considered relations by different branches of legislation, the lack of a single normative act on the implementation of environmental monitoring. In the Republic of Kazakhstan, on the contrary, transboundary pollution monitoring is an independent area of environmental monitoring.<\/p>\r\n
