Without the right to vote, a democratic society becomes subject to authoritarian regimes, corruption and human rights violations. Therefore, the protection and observance of the right of citizens to participate in elections is one of the most important signs of democracy. observers, as subjects of the electoral process, both at the national and international levels, are called upon to ensure the transparency of the activities of electoral bodies. The effectiveness of the exercise of the powers of observers in electoral legal relations depends on the quality of the regulatory regulation of observation. The purpose of this article is to consider the functioning of the institute of observation in the electoral process of the Russian Federation, in particular the problem of replacing the observer.

Без избирательного права демократическое общество становится подверженным авторитарным режимам, коррупции и нарушениям прав человека. Поэтому защита и соблюдение права граждан на участие в выборах является одним из важнейших признаков демократии. Наблюдатели, как субъекты избирательного процесса, как национального, так и международного уровня, призваны обеспечить гласность деятельности избирательных органов. от качества нормативно-правового регулирования наблюдения зависит эффективность реализации полномочий наблюдателей в избирательных правоотношениях. Целью данной статьи является рассмотрение функционирования института наблюдения в избирательном процессе Рф, в частности проблемы замены наблюдателя.
